In terms of the agreement, known as Partners Achieving Change Together (PACT), IBM is responsible for the development and implementation of a range of business transformation and systems integration projects. IBM is also responsible for DVLA's technical infrastructure and its ongoing operation, maintenance and support. A key element will be to deliver a robust and flexible IT architecture that will support a move to emerging cross-government architectures and further improve service quality and the customer experience.

Brendon Riley, Chief Executive of IBM UK and Ireland, said, "DVLA is recognised as being at the forefront of the government's service transformation agenda, having already achieved an enviable delivery track record in a complex business and technical environment. This extension provides the opportunity to build upon past successes."

Paul Evans, DVLA's Chief Information Officer, added, "This agreement offers significant savings for DVLA and we look forward to building on the partnership that has already been responsible for a wide range of innovative projects."

The contract was signed in November 2009, and extends the IBM contract until September 2015.
